Aged 25 to 35, these Rising Stars are nominated by prominent academics, business leaders, scientists, artists, religious leaders, and others. They are currently completing their university studies (graduates, postgraduates, post-doctorates, interns, etc.) or just beginning their professional careers. They come from the five continents of the world.
Today, there is no comprehensive system for assessing government commitment and effectiveness. No synthesis that takes into account all major areas of public action in the world has ever been done. This is why we created the Global Governance Index (GGI).
Three criteria were used to evaluate the action of governments:
Unity: The capacity to form a nation and unite its people (education, social policies, economic policies, fight against corruption, promotion of equality and social progress).
Security: The ability to preserve the integrity of the territory and that of its citizens (defense, domestic security, public health, freedom of speech and sustainable development).
Progress: The ability to create optimism, momentum and innovation (research and development, business stimulation, technological innovation, scientific research, quality of higher education).

The Rising Stars are assisted by a College of Mentors. These Mentors, who all have remarkable career achievements, come from one of the Foundation’s five sectors of expertise: politics, economics, science, the arts and religion.
Their mission is to use their knowledge and experience to contribute to the process of defining and structuring the most relevant topics for consideration. The mission of the Rising Stars is to respond by defining the kind of world in which they want to live, whatever their visions, utopias and choices for the future.
A College of Trustees made up of leading organizations, companies and sponsors provides support for our project, and is able to access the research conducted by the Foundation to inform their own strategies.
The Rising Stars interact with each other and their Mentors through a social network called the House. It is this discussion network that provides the internal communication structure, workshops and rating process.
Dramatic changes in our world have provided a unique opportunity to assemble a new generation, the Rising Stars, to analyze and prepare the foundations of a new global civilization. It is the moment where those who have already achieved remarkable careers, the Mentors, and who have never abandoned their own values, wish to act as guides and teachers. Together, they want to construct, orient, convey and participate in the birth of a new world. They pledge:
